Farmers to Receive Better Compensation
Hyderabad: Chief Minister Revanth Reddy has ordered that land acquisition for the northern part of the Regional Ring Road (RRR) should be completed soon. He suggested that farmers should be treated liberally in the matter of determining compensation. District Collectors, who are arbitrators, should ensure that farmers get maximum compensation.
Comprehensive Review of Road Construction Projects
Chief Minister Revanth Reddy held a review on land acquisition for RRR, National Highways, compensation, construction of roads under the HAM (Hybrid Annuity Model) scheme, and construction of radial roads at the State Secretariat on Friday evening. The Chief Minister opined that discussions should be held with local people’s representatives during land acquisition and that frequent meetings with farmers can speed up land acquisition by explaining the benefits associated with the construction of the respective roads.
Alignment and Connectivity Standards for Roads
Since NHAI has given in-principle approval to RRR (South), it is suggested that alignment should be done with HMDA. The CM said that the construction of radial roads should be undertaken without any hindrance to the 11 roads connecting Hyderabad. The CM ordered that government land should be available for radial roads, that it should be conducive to industrial development, and that there should be no difficulties in connecting the Outer Ring Road and RRR.
Clearing Obstacles for Highways and Rural Roads
CM Revanth Reddy made several suggestions for removing obstacles in land acquisition and forest clearances for the construction of the Nagpur-Vijayawada (NH-163G) highway, the Armur-Jagityala-Manchiryala highway (NH-63), and the Jagityala-Karimnagar (NH-563) highways passing through Manchiryala, Peddapalli, Jayashankar Bhupalpalli, Warangal, Hanamkonda, Mahabubabad, and Khammam in the state, as well as the construction of roads in Left Wing Extremism Affected Areas (LWF).
Coordination Between R&B and Forest Departments
The CM asked Principal Chief Conservator of Forests (PCCF) Dobriyal why the Forest Department was making efforts to construct roads that were useful to the people. The PCCF replied that there were problems due to non-compliance with some regulations in the past. The CM said that the problems that could be solved at the state level would be solved here and ordered that any problems related to the Union Forest and Environment Department should be submitted in the form of a report immediately.
The CM suggested that an officer from the R&B and Forest Departments be specially assigned to solve these problems. The CM suggested that the Chief Secretary of the government should review them every ten days and ensure that the clearance is received quickly, and if not, the R&B and Forest Ministers should go to Delhi to meet the Union Minister and officials and obtain permissions.
Underpasses for Farmers
Deputy Chief Minister Mallu Bhatti Vikramarka said that farmers are facing difficulties due to the neglect of the construction of underpasses in the construction of national highways. The CM ordered that proper precautions should be taken during the construction to avoid that problem. The CM suggested that farmers should not have to travel a few kilometers and return.
Roads Under the HAM System
CM Revanth Reddy said that 12,000 kilometers of roads should be constructed under the HAM system in the state under the R&B and 17,700 kilometers under the Panchayat Raj department. He suggested that the old districts should be taken as a unit for the construction of these roads. The CM ordered that the work should be carried out with the same quality standards regardless of the R&B and Panchayat Raj departments.
In this regard, the CM instructed the officials to take active action in the matter of hiring consultancies, preparing DPRs, and constructing roads. He suggested that the construction of these roads should be completed within three years.
Focus on Flood-Affected Areas
CM Revanth Reddy has ordered that damaged roads in flood-affected areas be repaired and collapsed bridges be rebuilt immediately. The CM has instructed the finance department officials to immediately release the state government’s share of funds for the construction and repair of roads and to obtain the matching grant from the Centre.
